Why doesn’t the US government like whistleblowers?

Robert W. McChesney wrote in his introduction de Noam Chomsky’s book, PROFIT OVER PEOPLE the following, which I have taken the liberty to paraphrase: Capitalists societies (Neoliberalism), like the United States, don’t want open access to information, or decision making beyond the most narrow and controlled possibilities. Decision making is for the wealthiest. Therefore, capitalism and democracy are contradictory.
“Neoliberalism works best when there is formal electoral democracy, but when the population is diverted from the information, access, and public forums necessary for meaningful participation in decision making.”
This is why it is so difficult to be a whistleblower.
