The USG does not represent all of its citizens. That is why 38 million Americans today live in poverty, while the People’s Republic of China, despite havening 4 times the US’ population, has already eradicated her poverty. And, if you need more evidence, 8 of the 10 richest men in the world are US citizens!
US “democracy” doesn’t tax the rich.
