Who should determine what democracy is?

Since democracy means that the sovereignty of a nation is in the hands of her people, the people are in the best position to judge how democratic their nation is. And, should a second opinion be needed, the international community would be next in line. But under no circumstances, should any single nation be the judge of democracy. Today, 850 million Chinese have been lifted out of extreme poverty. That is almost 3 times the populations of the United States (US)! 95.5% of Chinese are satisfied with their government.
Conversely, the US government (USG) has 2.5 million homeless children. How could that support the USG’s claim that it is the beacon of democracy? Today, only 13% of US citizens are satisfied with their government. At best, the US is a failing democracy!
We could live in peace, if all people were satisfied with our nations’ democracies.
Democracy mean justice for all.
