When will the UN become revolutionary?

The United Nations (UN) was supposedly created after World War II to avoid further wars, and promote world peace. How effective has the UN been in the past 75 years?
The UN is in its 4th International Decade for the Eradication of Colonialism, but why has it taken so long?
The UN is trying to accomplish its goals through making reforms to a world order designed for exploitation. The UN itself is not democratic. The nations that are the biggest exploiters of the world have more power than the rest that want peace. Therefore, the only way for the UN to accomplish its goal is through revolutionary measures.
The UN is located in the United States (US) of America. The world considers the US as the greatest threat to peace. A UN revolutionary measure could be to relocate its headquarters to a nation that respects the rule of law. However, the UN continues with its reformism.
The US government (USG) has never complied with the UN’s Charter that prohibits colonialism since 1945. That means that the USG is committing a crime against humanity! Nazi officers were hung for that after World War II!
The USG has ignored 39 UN resolutions asking it to immediately return Puerto Rico’s sovereignty to the Puerto Ricans. UN’s reformism makes it ineffective.
