States’ obligation towards war crimes

Under the Geneva Convention, every state is obligated to prosecute anyone committing war crimes. Therefore, if the International Criminal Court chooses to do nothing, any state could prosecute those in Israel and the United States (US) responsible for the ethnic cleansing in Palestine. The US has been committing a crime against humanity against Puerto Ricans for the past 125 years. The US has continually refused to comply with 42 United Nations resolutions asking her to immediately return Puerto Rico’s sovereignty to the Puerto Ricans. . https://www.youtube.com/watch?v=otzBslJLbI0
Thus far, two thirds of Puerto Ricans have emigrated from our homeland in search of better opportunities. Half of those who have remained, live in poverty. It is, therefore, incumbent on the 9 million Puerto Ricans worldwide to engage in permanent resistance to force the US to comply with international law.
That is Boricuas’ obligation towards our self-determination.
