The cleanest way to accomplish that, if the US government (USG) were really serious, would be, as the United Nations (UN) has asked in 40 resolutions thus far, to immediately return Puerto Rico’s sovereignty to the Puerto Ricans. Then, the Puerto Ricans would themselves carry out the entire self-determination process, without the participation of the nation that militarily invaded her. Puerto Rico statehood is an impossibility, because of US racism. That is why Puerto Rico has been a US colony for the past 124 years, despite the fact that the UN’s Charter prohibits it, since 1945, for being a crime against humanity.
Are you aware that the Treaty of Paris of 1898, still in effect today, says that the rights of Puerto Ricans shall be determined by the USG? Thus, Puerto Ricans have no right that the USG has to respect. Puerto Ricans, under US law, are US slaves! https://todosunidosdescolonizarpr.blogspot.com/
