Could Puerto Rico join the US Union?

Most people are unaware that the United States’ (US) Northwest Ordinance of 1787 states that in order to become a state of the Union the territory must be populated by white people. That disqualifies Puerto Rico. Dr. Cornelius Roads dramatized that when he intentionally killed Puerto Ricans patients, because they were not worthy of living. The USG has insisted for the past 76 years on committing a crime against humanity by refusing to comply with the United Nations’ (UN) Charter, and 39 UN resolutions asking it to immediately return Puerto Rico’s sovereignty to the Puerto Ricans. http://webtv.un.org/watch/5th-meeting-committee-of-24-special-committee-on-decolonization/6051725003001/
All good people must engage in permanent resistance to force the USG to decolonize Puerto Rico. If we don’t, we are accomplices to its crime. Moreover, we are not heeding Martin Luther King Jr.’s warning that, “Injustice anywhere is a threat to justice everywhere.”
