That is why the United States (US) has 800 military bases all around the world to force nations to do what she wants. That is why the US refuses to end her over 60 year blockade of Cuba, despite over 90% of the international community wanting it. And that is why the US has repeatedly ignored 41 United Nations resolutions asking her to immediately return Puerto Rico’s sovereignty to the Puerto Ricans.
